Are you sure you've transcribed this question correctly? As written, "... fell percent from its peak in 1968 to its nadir in 1977 by nearly 70" is nonsensical.

Option E is wrong because, as written, it is nonsensical. The phrase BY NEARLY 70 should precede PERCENT as it is in the correct answer, instead of being loosely tacked onto the end of the sentence.
