Is it C?

Between C and D, 'prevented by' is preferable.

D would imply that the dissipation is due to the boundaries created in the ocean.

D is passive.

E IMO

preventing shows the on going fature while sound is travelling....

IMO D because

B = > something else is trying to dissipate that acoustic energy other than sound itself. Changes meaning
C => for some odd reason this sentence is not hitting me. "from dissipatiion" sounds better than "from dissipating". Also dissipating by narrowly implies that something else is again trying to dissipate that energy other than sound itself
C => The passive for some odd reason is making sense in this particular case
E => same as B

In general dissipated by is followed by some external agent responsible for doing that act other than sound itself. Only D takes care of that issue hence D is the winner
200 or 800. It don't matter no more.
