Answer B is correct. It is a direct paraphrase of the second sentence.

Answer A is incorrect as never conducted is too extreme for GMAT and is not suggested in the passage

IMO - C.

The statement centers around environmentalists' opinions: relating ECONOMIC appeals/benefits/etc. with destruction of natural environments.

C - logically refers to the statement by discussing environmentalists' opinions toward ECONOMIC rationals.

IMO D , most economists are taking in to consideration non-economic gains tat can be obtained by protecting forests

A, C, E are out of scope. This leaves us with B and D; D is stronger and stated in the passage, but B is true as well. I would go with B since it's inferable.
