Six years ago, the police force of Harrisville was reduced, in an effort to make a smaller but more efficient force. In the first two years, crimes in Harrisville, especially by career criminals, were at a higher rate than they had been in the previous decades. Then, for the most recent four years, the crime rate has been the lowest in the seventy years on record, with the significant drop in crimes by career criminals.

Which of the following, if true, most helps to explain the change in the crime rate between the first two years after the change and the last four years?

A) Of the seventy similar sized cities in this and neighboring states, 40% reported some drop in the crime rate over the last four years.
B) The population of Harrisville increased slightly each year over the last six years, with a large number of senior citizens moving to a substantial retirement community within the city.
C) By the end of the second year of the newly organized police force, a large proportion of career criminals operating in Harrisville had been captured and incarcerated.
D) During each of the last six year period, retention and graduation rates at the local high schools have increased.
E) Two years after the change in the police force, police began daytime foot patrols in the downtown region.

Option A - INCORRECT
This option only seek to explain the reduction in crime rate in the last 4 years but not able to translate the incident that occurred in the first two years of change in the police force of Harrisvile.

Option B - INCORRECT.
The increase in the population of Harrisville in the last six years does not curb the act of crimes most especially by career criminals. Therefore this option does not explain the rate of crimes within the last six years.

Option C - CORRECT.
This option has been able to explain the crime rate in Harrisville in the first two years and the last four years of reduction in the police force. By the end of the second year of the newly organized police force, a large proportion of career criminals operating in Harrisville has been captured and incarcerated. This statement is the more reason why for the most recent four years, the crime rate has been the lowest in the seventy years of record, with the significant drop in crimes by career criminals.

Option D - INCORRECT.
The increase in retention and graduation rate at the local high school during each of the last six years does not affect the crime rate in Harrisville. High school is not to be compared to police force.

Option E - INCORRECT.
This statement has only explained the action taken by the police force in the last four years after the change in the system. Police began day time patrols in down town regions
to curb criminals which this action would have lead to the decrease in crime rate, but the statement did not speak on the action that might have lead to the increase in the first two years when the change started.
