Singular/Plural??

A land-use planning institute in the Great Plains cites sharp declines in population and prosperity, marked by a 50-percent decrease in the population of some cities and by an equivalent decrease in the median income throughout the region, as major reasons to set aside the area they call the Plains Commons reserve.





A)as major reasons to set aside the area they call

B)that are the major reasons to set aside the area they call

C)as the major reason to set aside the area it calls

D)that is the major reason to set aside the area called

E)as major reasons to set aside the area it calls

My doubt here is, are sharp declines in population and prosperity 'is a reason' or 'are reasons'..

I chose later one so picked C but answer given is E

There are multiple reasons for the decline i.e. "population" & "prosperity", so a plural verb is required. 'As' is required to connect the 2 clauses. Hence, E is the right answer.
