Since 1987, it means that the practice started at that time and it continues till date. Since it started at that time only so it should be using began why using have begun here ,,pls explain

C and E can be eliminated for using the incorrect construction "allow that."

A and B both use the simple past "began", which does not work because it was not a single event in the past. The sentence is not saying that these corporations all began paying their investment advisers... at the same point between the present and 1986.

By using the present perfect "have begun", we leave the timeframe indeterminate; we just know it has happened before the present.

As a general rule, if we have "since" used to indicate a timeframe, the verb should be present perfect.

whats the OA?

My reasoning:

In this case, focus is on usage of 'SINCE' . So, we can use one of the following with SINCE.

Either "Since 1986, corporations have been paying......"
OR
Since 1986 corporations have started paying(started in past and still ongoing)

Secondly, 'allow that' is wrong usage.
