I don't get this question at all...

Is the goal trying to figure out which answer could result in the lowest number? If so, I pick 4 =).

Rooms which are suites = X
Rooms which are light blue = Y

XuY=X+Y-Both

Both=X+Y-XuY

Both will be least if XuY is 100% (ie) All the rooms are either suit or either blue painted

Both=X+Y-100

Pick D

Assume All rooms are light blue painted and no room is a suit.
y=100, x=0

Common should be 0.
By substituting, only D remains.
