(A) any additional amount borrowed against the home to pay for medical or educational expenses (CORRECT)
(B) borrowing any additional amount against the home for payment of medical or educational expenses (voilates //lism)
(C) also borrowing any additional amount against the home to pay for medical or educational expenses (voilates //lism)
(D) any additional payment of medical or educational expenses that were borrowed against the home (should "that was" because "or" does not make compound subject)
(E) any additional payment borrowed against the home for medical or educational expenses (payment is not borrowed. Also, "goals" or "objectives" are usually presented with "to")

OA is A.

I was also confused between A and D.

singh181, I doubt on your explanation for option D.
(D) any additional payment of medical or educational expenses that were borrowed against the home (should "that was" because "or" does not make compound subject)

- Here that refers to payment, in this respect, it should be was.
However, it changes the meaning, it is not payment that was borrowed, we borrow amount.

I covered that point in option E.
