Two singular subjects connected by or, either/or, or neither/nor require a singular verb. They are alternate subjects.
If one of the subjects is plural, the verb should agree with the one that is closer to it.
If you are writing such a sentence, by putting the plural subject second, so that it is closer to the verb, you can create a sentence that sounds better than one that includes a plural alternate subject and a singular form verb.
