I read a sentence in a grammar book
The export quality tea is seldom or never used in the country.

I feel seldom and never both mean the same. No ? experts please!

You can check the meaning of seldom in the dictionary as well right?? Just check it online.

Seldom means rarely, infrequently, etc.

Never means... well never!!!

Thanks...I posted the doubt on the basis of intuition and yes, my understanding was wrong.
