Neither First Lady Eleanor Roosevelt nor Secretary of Labor Frances Perkins sought

{A} - INCORRECT; "for" is not needed with responsible; "that were in large measure what they had been responsible for" seems awkward and passive
{B} - CORRECT
{C} - INCORRECT; "to take" is the correct usage here;
{D} - INCORRECT; "to take" is the correct usage here; "for" is not needed with responsible
{E} - INCORRECT; "to take" is the correct usage here ##Incomplete sentence##

In A, the referent for they is unclear.
Eliminate A.

In C, D and E, allowed others TAKING is unidiomatic.
The correct idiom is allow X to do Y:
Both allowed others TO TAKE credit.
Eliminate C, D and E.

The correct answer is B.
