You know X & Y are consecutive and odd.
statement 1) product of X & Y is negative. So one number has to be positive and the other has to be negative. Since they are consecutive they only possibility is if they are +1 & -1----so sufficient
statement 2) if one number is -1 the other could be +1 or -3. So the sum could be 0 or -4...so insufficient
