"in blaming their children’s bad behavior on some external factor " is a noun modifier, must touch the appropriate noun it modifies, here it touches the children

because"what is much easier to determine " is the subject of a clause. and a complete clause is always singular whenever we consider it as a subject. similar question from OG 11.
