Its an Idiom test.
Consider X Y is the right idiom.

Consider to be or Consider as is always Wrong.

If to be follows after verb consider, always omit to be. It is a question of idioms.

I considered him a level headed person - Correct.
I considered him to be a level headed person - Incorrect.
