Why do you say [spoiler][D][/spoiler]? If you look closely, all answers except [spoiler][A][/spoiler] speak in"future tense" "will". The present sentence has been presented in "present tense", so the OA ought to be in "present tense".

OA is D. The reason A and B are not the answer because 'there' in the non-underlined part of the sentence can refer to European cities only (logically obvious) and in this choice this is the ambiguity.

IMO it is D.

NKB, the correct expression is 'X more efficient than Y' where X and Y are parallel. But in C we are not comparing parallel elements 'five times more efficient in a European city than one' is wrong in 'C'.

commuter rail system more efficient in a European city than in an American city makes more sense. But in C this is not so, we have lot of extra stuff that comes after than and before in an American city.
