There is some grammatical rules that GMAT testmakers love to test us.

If X happens, then Y will happen.
If X happened, then Y would happened.
If X had happened, then Y would have happened.

So the first sentence is wrong but the second sentence is correct.

Agree with D.
This argument seems to rely on the author's provincial and narrow scope. It's like seeing the universe with the telescope for a few seconds and say that you see the whole universe. You only see the tiny part of universe, if you know what I mean.

Example is unrepresentative.
