Is scissors =plural
a pair of scissors= singular (a pair is singular)

scissors are like jeans always in plural ( I mean with s attached to the word) and always termed as pair of scissors. ... ( just like pair of jeans.)

whereas the word scissor (without s ) can be used only as adjective.

eg:
The new robot has scissor like shape.

--The singular form is commonly used in compounds words such as Scissors, Jeans, Pants, Glasses, Knickers, Clothes, Binocular, Trousers, Physics, Economics, Mathematics.

Scissors used in the singular as a verb may not be grammatically wrong.
Usage of Scissor
--Scissors are used to cut the flower
or
Use a scissors to cut them, if you don't have a proper shears.
--That 'scissors' is sharp ( less commonly to indicate singular scissors)
--Those 'scissors' are sharp (indicating a singular or plural scissors)
--A pair of scissors is needed for the work
--Two pairs of scissors are needed for the work
--Two pairs of scissors were used
--Several pairs of scissors were used

Note: Scissors is a verb which means to cut using something or to excise of expunge something from a text.

for example,
(1) The erroneous testimony was scissored from the record
(2) The runner scissored over the hurdles

Scissoring could also mean, a sexual act in which two women intertwine their legs and rub their vulva against each other
