"nor" is used to continue negation in 2nd clause and is gramatical. However,we do not need 2 clause. One clause is ok

for "nor", "or" pls, read general grammar book. but do not read too much and stray away from gmat rules. we are studying gmat grammar, not general gramar

Nor can be used in many ways..

In this case NOR is a continuation of the negative part of the previous half of the sentence.

The report says schools do not have, NOR are THEY likely to have, enough comps....

So hope that clears usage of NOR..

now they ..is because of schools.


Only other Usage of NOR is when it is used as a conjunction...Neither ..NOR... format

Any time u see NOR being used alone...be sure to check for negatives in the previous part of the sentence..(negatives: NOT, NO, NEVER...etc)

I can think of only these two ways GMAT tests us on NOR..

we do not need double negative. E is out

"do not " can not refer to "likely" so C is out.

we can say "I do not speak or read English " because "do not " refer to both verbs. this is why C is wrong

See the comma before OR. - means two clause must have a subject.
