IMO A -

A- paralellism and usage of correct tense - 'were'

the clauses that should be parallel are:
1) because parents and teachers were given major roles in designing the city’s magnet schools

2) ___

3) and because the federal judge enforced desegregation orders

B introduce "of the" which isn't //
C in ungrammatical

I think ans should be A

I don't think it should be A
bcoz is follwoed by in part so
Answer choice should be D or E
and E is very precise
allocated for - correct one
