(A) though it spares
(B) where it spares
(C) despite sparing
(D) when sparing
(E) while sparing


If you look at, "afflicts some people in a contaminated area..."

Incorrect usage of "IT"
A and B eliminated

Despite is wrong. e.g. In spite sparing many others
C eliminated

When sparing refers to some time, which has no relation to the statement
D eliminated

IMO: E

(C) despite sparing
-- despite would be right here but despite creates a feeling of a favorable answer on the way - as in, despite hardship i prevail
(D) when sparing
-- when is more about time
(E) while sparing

Though- shows contrast

where- changes meaning and awkward

despite- again shows contrast

When- we dont need time specification

while deals distinguishing members of the same population (some [people] are white while others are black)
