IMO E

A and B seem to imply that the board of directors approves death
C:Inverted word order is awkward
D:Modifier error: Meeting in May, the promotions,...
E: Two independent clauses are separated by semi colon. The sentence is concise; It clarifies the distinction between the actions approved by the board and the obituaries

ok, i originally thought A but it's wrong b/c the main sentence talks about actions decided by the board... deaths aren't decided by the board (we hope!) so must be separated.
