Possible correction.
The big dipper is my favorite constellation.

I am not sure what you are alluding to here. If you mean that "concerts are going on" is correct instead of "concerts is going on", I thought that I covered it, when I said that there were S-V agreement errors. If that's what you were hinting, then its fine.

If you mean that "concerts are going on" is necessary to be in the sentence, I differ on that point. In my opinion, "during" already covers the meaning that suggests that the concerts are on-going.
So writing it again as "that are going on" is redundant.

The plural verb "are" agrees with "students," which is the plural antecedent of the subject pronoun "who." The plural verb "live" agrees with the plural antecedent "families" of the subject pronoun "that."
