I am not sure what you are alluding to here. If you mean that "concerts are going on" is correct instead of "concerts is going on", I thought that I covered it, when I said that there were S-V agreement errors. If that's what you were hinting, then its fine.

If you mean that "concerts are going on" is necessary to be in the sentence, I differ on that point. In my opinion, "during" already covers the meaning that suggests that the concerts are on-going.
So writing it again as "that are going on" is redundant.
