IMO D.
Because in A - to "establish" and "setting up" are not parallel.
in B & C - wordy
E - comparison between singular and plural noun - A COMPANY and proprietorships or a partnerships
Correct me If I am wrong

The verb "settling" must be paralleled because it's not in the underlined portion. D is the best choice because in addition to the parallel verbs, it also correctly applies the idiom "either X or Y".

but wouldnt D change the meaning of the sentence ?

i agree A , B and C can be eliminated .because they dont use a correct idiom .

But D would change the meaning of the sentence. right ?
