Why is B incorrect

A) 'one of the first of' is awkward
B) 'seek' should be in parallel with 'to increase'. seeking wrong
C) 'to seek' in parallel with 'to increase'. support of correct.
D) seek support from is wrong. 'among the first' is awkward
E) not parallel

ans C?

Does the expression that "among the first of Britain's national museums" in D is wrong?

'Among the first of Britain's museums' is perfectly fine. But D has 'seek support from' instead of 'seek support of', which is correct.
