A) "paper of all kinds " is singular. tense is present
B) 'is' is correct. But the tense 'tried' is not appropriate
C) 'are' is wrong
D) 'are' is wrong
E) "all kinds of paper" changes subject

Please clarify-

We use participle to refer to a continuing action. Here recycling is a participle ..
