Ok. Let me try explaining this.
I think that the phrase is not giving right meaning here.
An obstacle to congressional passage being the concern --> This is not correct. People should cite a concern regarding obstacle and not cite an obstacle regarding concern.
A --> Incorrect due to reason given above.
B --> Correct.
C --> sentence is not made correctly by saying "cite as an obstacle"
D --> obstacle is referring to concern which is incorrect.
E --> "as an obstacle for Congress to pass the concern" is incorrect as Ccongress is not passing any concern here.

IMO cite X as Y is correct idiom.....

Moreover using "the" is incorrect here....for concern...since we are not knowing the specific concern....no where in the sentence we are talking about the details of concern...so we need to use generic "a/an"....

so this leaves with B.

i'll be pissed if the guy posted predict X as Y is correct.
