Those who listened to the first speech of the new Soviet leader were struck by its direct, less polemical tone than was common in speeches by Soviet leaders during the previous eighteen years.

When you don't clearly mark the underlined portion, it discourages others from trying the question

would go for B

A. wordy

B. "its"refers to the speech. less polemical modifies the direct tone. correctly uses simple past tense

C. wordy

D. it had commonly been is awkward. the speech is a first. it couldnt not have existed in the previous 18 years.

E. use of "it" is awkward, it refers to the speech as if it existed in the previous 18 years.

First of all, I agree with Ted. Please underline the portion.

Here is my analysis:

a. its direct, less polemical tone than was common - mixes the adjective with the comparison.

b. its direct tone, less polemical than was common - simple past is not the correct tense because it happened 18 years before the main event, which is in simple past.

c. its direct, less polemical tone than had been common - mixes the adjective with the comparison.

d. the direct tone, less polemical than it had commonly been - "it" refers to tone. less polemical modifies tone. past perfect is the correct tense as the tone was used 18 years previous.

e. the direct tone, less polemical than it commonly was - simple past is not the correct tense because it happened 18 years before the main event, which is in simple past.

IMO A.
