Over 75 percent of the energy produced in France derives from nuclear power, while in Germany it is just over 33 percent.
A. while in Germany it is just over 33 percent
B. compared to Germany, which uses just over 33 percent
C. whereas nuclear power accounts for just over 33 percent of the energy produced in Germany
D. whereas just over 33 percent of the energy comes from nuclear power in Germany
E. compared with the energy from nuclear power in Germany, where it is just over 33 percent

Option 4 says that 33 percent of the energy (What is the energy? the energy in France? the energy in the universe?) comes from nuclear power in Germany.

Using option 4 creates a sentence that seems to say this.

Over 75 percent of the energy produced in France derives from nuclear power, whereas 33 percent of the energy in France is from nuclear power in Germany.

Since the first clause of the sentence discusses 75% of the energy produced in France, 33% seems to imply 33% of the energy produced in France.
The result is the following meaning:
Germany uses just over 33% of THE ENERGY PRODUCED IN FRANCE.
Not the intended meaning.
Eliminate B.

D: 33% of the energy comes from nuclear power in Germany
Here, the energy seems to refers to the energy produced in France, the type of energy discussed in the preceding clause.

In D, the ERROR is because of MISPLACED MODIFIER that leads to distorted meaning. Right?
