The correct idiom is consider x,y and not consider X as Y...
So B,C and E can be eliminated rightaway.

Confusion btw A & D

In A the sentence set off by the (,) is describing (modifying) the deed he filed.
Morever in D the and is preceded by a (,) which i think is generally wrong

So IMO A
