yes, (D) and (E) are very close. but somehow i picked (D) when i saw your post. perhaps i could have picked (E) as well in a moment of hurry

i find a minor problem (to me, at least) with (E). It's not very clear what the workers are scheduled to collect- "severance package" or "day". so, i think (D) is better.

They cannot refer the antecedent "day"

Did I ever say that "they" refers to "day"??? I only said that in (E) it's not clear what the workers are scheduled to collect. what is the relative pronoun "that" modifying? is it modifying "the severance package" or is it modifying "the last day"? hope that clears the doubt.
