First of all we can eliminate A, B and E - because of semicolon. Semicolon is used in complex sentences with independent parts.
Here it is not the case.
A. ; - and
B. ; - while
E. ; - as
D. This one is a little tricky. Sounds not bad. Yes, it was a number 90%, that fell to 20%. So what? Something is incomplete.
