guys - why didn't you choose B? Ellipsis construction should imply the "it is to prevent", right?

And please explain your answers :) - I am a newbie learning the ropes.

The options - B and E - are very close to each other. If you do not concentrate on the following options, you are compelled - I think so - to chose B. Now look, the phrase will be - those against a - to match with crimes and property. So u can go for B. But, to make a complete parallelism, it is to prevent mentioned E is required. Again we can not compare difficult against those.
Correct me If I am wrong
