Why can "that" not be used as a clause connector?

I eliminated A,B,E because Ronald Regan is dong the acts and "be prohibited" and "is prohibited" reference a passive voice whereas Ronald Regan should be performing the action as the doer - ie active voice. Therefore, C,D are better options of this 2/3 split because the use of "prohibiting" is referencing what Ronald Regan did or acted on.

Is this the true 2/3 split or does "that" in option choice A,B,E reference a grammer rule?

I believe that this question is from GMATPrep.

In A and B, prohibited from sale (prohibit + from + noun) is not idiomatic. The correct idiom for prohibit + from is prohibit X from VERBing: prohibited companies from selling. Eliminate A and B.

In D and E, is sold and is prohibited should not be in the present tense, given that the sales are no longer being prohibited. Eliminate D and E.

The correct answer is C.
