Answer should be D:

You can easily eliminate A, B, C - They are fragments.

So down to E and D.

Clearly D wins , cause E is very awkward ... are combining and allow? that does not make sense

Could you please elaborate for A,B,C as being Fragment ?.. Unable to get hold of the Fragment stuff

Option E -> 'where' is used to refer to 'places' (physically)

A, B, & C are fragments -> There is no MAIN VERB in the sentence

Can someone please explain the "combine to allow" bit in the OA.
Its not like the intention of the ocean or the atmosphere is to allow the warm water to flow back ...
combine allowing seems more correct .
What am i missing here ?
