However much United States voters may agree that there is waste in government and the government as a whole spend beyond its meas, It is difficult to find broad support for a movement toward minimal state.

can any 1 explain me how 'much' can go with voter.

In this question that is required as conjunction to introduce the subordinate clause. This rules out option (B), (C), and (D).

Among choice (A) and (E), (E) talks about agreement. In normal condition, we talked about agreement as a signed agreement but in the current sentence many voters are agreed to some statement but to do that they need not to sign anything. Also here that introduces the independent clause instead of the subordinate clause. Hence, this rules out option (E).

Though much is not the right quantifier over here but since no other options fits in this scenario hence choose (A).
