D - 'whereas just over 33 percent of the energy comes from nuclear power in Germany' - this energy seems to refer to that of France as in apart from the 75% which is produced in France, there is another 33% which comes from German nuclear plants to France. This is clearly not the intended meaning and is illogical.

IMO C.
Getting defeated is just a temporary notion, giving it up is what makes it permanent.

C--"energy produced in Germany" is parallel to "energy produced in France"

D--A little ambiguous. 33% of the energy comes from nuclear power in Germany? This could be read (as GmatKiss said) as 33 percent of the energy (produced in France) comes from nuclear power in Germany, which makes no sense. We need "produced" with the mention of Germany to make it clear.
