Kaplan says that its A, I got this right but it was more coz I thought it sounded good. But the explanation they gave was that (B) is wrong because it misplaces the final modifier; though still able... modifies nonaccredited colleges and therefore needs to be placed directly next to it. That leaves (A), the original sentence.
But now that I look at A, even the modifier "cannot provide their students with the same types of services" modifies nonaccredited colleges, so this should be placed directly next to it too.
Please help in understanding.
