SC Manhattan -3

According to the international investment memorandum recently signed in Geneva, France is one of the 4 European nations planning to provide fewer tax incentives for foreign investment in production of heavy industrial machinery.

A) planning to provide fewer

B) planning to provide less

C) planning on providing fewer

D) which is planning on providing fewer

E) that is planning to provide less

incentives should be uncountable. IMO E

I vote for A.

OA?

I think fewer is preferrable to less here and "to provide" is the correct construction.

Tax incentives can't be numerical or countable. We can say, only Maximum or Minimum. So, FEWER is wrong.

A, C and D are out.

E - Wordy

B is concise and correct.

E is incorrect because - one of the Xs that <plural>

"is" incorrect in E.

IMO - A

I think we can use fewer with tax incentives as they are countable.

I am inclined to A

We can say "Each one of the cars is ... "
But once we use which or that the verb changes
i.e "Each one of the cars that are ....."

Incentive is countable. So Fewer wins
