I would go A...here's reasoning:

"although" is a trigger word for a subsequent clause which will contrast point made in first clause. second, "at least as" is has a very specific meaning. the author is saying that "management decisions"
has the same level of impact as "government policy" or more. This meaning is not represented in the other answer choices( b through d) and e is wordy and says only "greater." "Greater" does not equal "at least as."

oa please

I was considering between A or C.
C: manager decisions... sounds awkward
I'm left with A but "at least as great an impact" sounds weird too.

Correct, Contrast comes out well..

B) decisions by management have a great impact

Contrast does not comes out well

C) manager decisions impact greatly

Awkward.

D) decisions by a company’s management impact greatly

Passive voice not preferred.

E) what a company’s management decides has a greater impact

Greater word is wrong here. its used only when numbers are compared.
