Hi

In the question below I thought that the use of had(past perfect) is not necessary since the time line of the sequence of events is clear. Please clarify.

Here, past perferct is needed because the event "powerful will of municipality....to make LA a world class city" occurred before 1890..

i.e second part of the sentence is an event that occurred before the first part.

so, second part use "had made..."-> past perfect, and the first part use "mocked..." -> simple past.
