(A) is looking to its waterfront as a way to improve the quality of urban life and attract
(B) is looking at its waterfront to improve the quality of urban life and attract
(C) are looking to their waterfronts to improve the quality of urban life and attract
(D) are looking to its waterfront as a way of improving the quality of urban life and attracting
(E) are looking at their waterfronts as a way they can improve the quality of urban life and attract

The correct choice is
(C) are looking to their waterfronts to improve the quality of urban life and attract

We are taking about communities, so we need a plural verb and plural pronoun.

A & B use singular verb and initially eliminated.
D uses plural verb but singular pronoun and hence eliminated.
Between C & E the difference is parallelism, E is not parallel...

Hmm... I'm thinking it's (a)

The subject, Cleveland, is singular - ruling out C,D,E

When (b) makes the statement "waterfront TO improve" it makes it sound like the waterfront is going to improve the quality of life and attract new business, but it is actually the [u]development[/u] on the waterfront doing this.

For that reason, I would rule out (b) as well.

must look at meaning and plurality

you are dealing with a singular subject which is (NUMBER OF) and is ALWAYS SINGULAR. therefore eliminate C D and E. You are now left with A and B. BUt if you look closely at B you will see a difference in meaning that is illogical. Look - "waterfront to improve the quality" is not possible because the waterfront itself cannot improve anything and the therefore A is much more logical. QA IS A!

Cleveland is the Sub.. all along..
If you look at the non-undelined part of the sentence its is used.. so changing to ARE is incorrect

so singular.. A and B

In B: how will the waterfont improve quality of life

In A: waterfront is a way to improve X and (to) attract Y

IMO: A
