there is nothing grammatically wrong right ?

i agree B is the correct answer. but sometime i endup picking this"D" KIND OF ANSWERS

Because D also makes sense to me... the gyneac can provide information, sometimes promoting needless surgery himself.

How can we escape these kind of answers ??

B) Noting that these conditions can be, and sometimes are, used to promote needless surgery
(C) and notes that they could and sometimes are used unnecessarily in promoting surgery
(D) sometimes promoting needless surgery
(E) which they use sometimes to promote unnecessary surgery

D means to say that the gynecologist or the women sometimes promote needless surgery, which is not the intend meaning. In such cases ask the quest ion, who is promoting what or what is promoting what. So D is not reflecting the purpose of the author.
