'A' is the best choice according to me.

The portion of the sentence that says : led to..... asks for passing of the act not the act itself.

So seems 'A' is the best one here.

Any deviation let us know.

IMO it should be 'E'.
'A','B','C' and 'D' are wordy.

E is wrong because "The proliferation" caused the "passing" of the act and not the act itself. "and allowing" is also awkward.
