"that" as used here is a "pronoun" and so, must refer to a noun/noun-phrase. In B, what can "that" possibly refer to? If you think it refers to "number of people", just see if the sentence makes sense:

..doubling <number of people> (that) of the increase in...

Doesn't make sense..

First thing first .. why not A - 'Number of people' can't be comapred with 'increase'

B is already explained.

C - Number is countable - so 'as much as' is a bad comparision, increase of previous year

D - twice as many as those who travelled in the previous year.. I will keep it

E - Increase of the previous year - it shall be out..

IMO: D ... tough will take time around >2min.. Please correct me if required
First take: 640 (50M, 27V) - RC needs 300% improvement
Second take: coming soon..

to me the answer is A
the problem with D and e is that we can not use 'twice' with word 'increase' or 'decrease'
we can just use 'twice' with 'as many as' for countable nouns and 'as much as' for uncountable nouns
