Two reasons why I think E is wrong:
1) It's more direct, active-voiced, and neat to say, "Many people are disinclined" rather than, "Many people have a disinclination"
2) Parellelism is not maintained between "people have a disinclination" and "people...willing to". Otherwise, the latter part of answer E should read, "while they have a willingness to admit".
I vouch for D.
