Well yeah your approach is right.

The comparison in the original sentence is between the ability of the the rocket to deliver heavy load and the space shuttle. Well you cannot compare ability and a space shuttle!!!. So D makes the right comparison.

Plus A,B&C can also be eliminated because the subject in these options is development when instead it should be the rocket.

as per the MGMAT "of construction " are prepositional phrases and misguides the actual sub.

A) as per the subject is the new development and it is incorrect to say that the new development will be able to deliver a heavier load of instruments into orbit.

correct version is jumbo rocket is able to deliver

secondly its a run on sentence.

thirdly wrong comparison

B)same modifier issue as in A and wrong comparison
C) same modifier issue and wrong comparison
E) and to cost less is awkard
It does not matter how many times you get knocked down , but how many times you get up
