I found the 'as to offer' a little awkward. Isn't "that he offered" a more correct choice? Kindly clarify me with usage of "so...as to" with some examples.

"So *x* as to *y*" is an idiom used to indicate that we have a condition leading to consequence:

The tornado was so strong as to destroy an entier town.

You certainly could, and that is an idiom that is on the GMAT. I think the difference is in intended meaning:

The tornado was so strong as to destroy an entire town. the tornado was strong enough to do it, but we don't know that it actually did

The tornado was so strong that it destroyed an entire town (the tornado actually did destroy the town)
