The sentence you've given is a great example of Use 2: Duration BEFORE Something in the Past.

Did not understand how that is applicable in this sentence
With Non-Continuous Verbs and some non-continuous uses of Mixed Verbs, we use the Past Perfect to show that something started in the past and continued up until another action in the past
Here the action started in the past and continued till 1997 so it should have past perfect tense. Or both can be simple past as the years when they occurred are specified already ?
