YOu need socialize to make the verb parallel to the verb learn. Eliminate A,B.

THE sentence is in the present tense, you need not to switch to past tense ( developed, have developed) and ,moreover, it changes the meaning and losses parallelism. USe simple tenses whenever required. Eliminate C,D

To express a GENERAL TRUTH -- something that is true now and will remain true in the future -- we use the SIMPLE PRESENT TENSE.
The SC above is expressing a general truth about the nature of rats.
Thus, all of the actions attributed to the nature of rats should be in the simple present tense.
Only answer choice E does this:
A recent study revealed that if adolescent rats LEARN and SOCIALIZE with other rats, they DEVELOP more neural connectivity and LEARN more quickly than those housed without cage mates.

The correct answer is E.
