A. movies—less than those
B. movies—fewer than have been
C. movies, which is less than those
D. movies, a number lower than the people
E. movies, fewer than the ones

People is countable so you need "few" so A and C are out. That leaves B and E with fewer and D with "a number", D compares number to people and I believe is wrong.
Between B and E I would go with E becasue you need a subject "the ones" also a don't see the point of a dash in between movies and fewer, I might be wrong...

option A.
movies-less than those
this option is incorrect because the countable noun 'people' should attract determiners like fewer and this.

Option B.
movies-fewer than have been
this option is incorrect of the use bad sentence construction it is totally invalid.

OPtion C.
movies, which is less than those
This option is also incorrect because of the use of 'less than' the countable noun 'People' does not attract 'less than'
Option D
movies, a number lower than the people
the use of ' a number' here is awkward and irrelevant.

Option E.movies,fewer than the ones.
the proper use of determiner 'fewer than' is excellent and also the article 'the' which is use to describe the proper noun 'people'
E is the CORRECT ANSWER!!!!
